Job Description
Applications are invited from advocates for appointment on the Panel of Advocates (Service Law) of the Federal Board of Revenue (FBR). FBR and its subordinate offices throughout Pakistan are engaged in litigation relating to service matters before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, Federal Constitutional Court, and other judicial/quasi-judicial fora. In order to strengthen and professionalize the handling of departmental service litigation, FBR is in the process of constituting a dedicated panel of advocates for representation of FBR and its field formations. Panel Advocates shall be engaged for FBR (HQs) Islamabad and its field formations for service law purposes only.

It is responsible for collecting taxes, duties, and other levies as prescribed by the law. The FBR plays a crucial role in generating revenue for the government and supporting public sector development.

- Experience: At least three (03) years’ practice/experience as an Advocate High Court/ Supreme Court in service law, constitutional law, administrative law or related litigation.
- Provide legal opinions, endorsements and recommendations on matters relating to service law, employment matters, disciplinary proceedings, promotion and seniority disputes, pension matters, terms and conditions of service, constitutional and administrative law issues concerning FBR and its employees.
- Appear before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, Federal Constitutional Court, and other judicial/quasi-judicial fora on the directions of the department.
- Prepare para-wise comments, replies, appeals, petitions, applications and other pleadings for submission before competent fora.
- Conduct and monitor litigation on behalf of FBR and keep the department informed of all significant developments in pending cases.
- Convey court/tribunal directions, short orders, orders, judgments etc. to the department promptly and assist in ensuring timely compliance.
- Submit report on case progress including next date of hearing in writing, including on any digital application developed / deployed by FBR.
- Assist the department in formulation of litigation strategy and legal risk assessment in service-related matters.
- Candidates must be enrolled with the Bar Council as an Advocate High Court/ Supreme Court.
- Preference shall be given to advocates having experience of appearing before the Federal Service Tribunal, High Courts and Supreme Court of Pakistan, Federal Constitutional Court, in service matters.
- Advocates who are already on FBR Panel of Advocates for tax matters are also required to submit fresh applications for Service Law Panel.
- Possess good reputation, integrity and professional competence.
- Excellent written and oral communication and presentation skills in English and Urdu.

- Remuneration shall be paid on a case-to-case basis in accordance with FBR’s approved professional fee structure.
