Job Description
The Health & Population Department, Government of Punjab, is seeking applications from qualified and experienced individuals for consultant positions under the “National Health Support Program (NHSP)” funded by the World Bank. These positions are offered on a contract basis.
The Health & Population Department, Government of Punjab (primarily operating through the Primary & Secondary Healthcare Department), is responsible for providing high-quality healthcare services to the province's population. It manages public hospitals, basic health units, and implements health policies, aiming to improve health outcomes and ensure accessibility for all citizens. - Qualification: BS, MD, BDS, Bachelor / Graduation
- Experience: At least six (6) years of documentary verifiable relevant experience working in health projects with minimum three (3) years, after acquiring MBBS/BDS, of experience at managerial or equivalent level in areas described in the scope of work. The specific experience shall be in developing and implementing health sector operations.
- Experience of producing/technically supporting guidelines/training materials in health sector will be required.
- Financial Management Specialist (PPS-10)
- Qualification: CA, ACCA, CIMA, ACMA, MBA, Completion of articles from a registered audit firm
- Experience: At least, eight (08) years of documentary verifiable experience relevant experience, after acquiring stipulated qualifications.
- Working knowledge of the public sector accounting with thorough understanding of PFM cycle, regulatory mechanism, financial modelling and grievance redressal mechanisms of large-scale beneficiary services would be an added advantage.
- Experience of financial reporting based on International Public Sector Accounting Standards in government institutions.
- Monitoring, Evaluation & Learning Specialist (PPS-09)
- Qualification: Master's degree or equivalent (sixteen (16) years of education), Statistics, Demographics, Public Policy, Intermediate / A-Level, Economics, Public Health, MBA, M.Com, Advanced certification in M&E, statistics PMP or any other related area
- Experience: At least, eight (08) years of documentary verifiable experience; after acquiring stipulated qualification, in M&E for development projects in developing and implementation of monitoring & evaluation tools and result framework.
- Experience, in health-related development projects shall be accorded due weightage.
- Experience of working with multiple stakeholders in civil society and grass root level government health department.
- Applications completed in all respects (including cover letter, resume/CV/EOI, academic certificate/degree, experience certificate etc.) should be reach the office of "National Health Support Program, 05-Montgomery Road, Lahore" till 3rd June 2026 (during office hours) positively.
- The positions are offered on Contract basis as an Individual Consultant as specified in the World Bank's Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017, August 2018, November 2020 and September 2023).

- Final Terms & Conditions of appointment shall be settled at the actual date of appointment.
- Decision of Department in all matters concerning hiring, including eligibility/ short listing/ selection criteria shall be the final, subject to Anti-corruption Guidelines of World Bank.
