Position Details
1. Finance Manager
About the Role
Finance Manager is to ensure that TransKarachi control and manage finances well, and that strategic planning and decision making are supported by sound analysis under the leadership of the CFO. He/She must also provide the necessary leadership to ensure project financial activities are conducted in accordance with all applicable laws, guidelines, rules, and regulations.
Qualification & Experience
- CA/CMA/ACCA/member of recognized body of professional accountants
- At least 5 years of post-qualification relevant experience including 3 years in a managerial position OR MBA Finance with overall experience 10 years including 5 years in a managerial position
- Candidates having relevant experience with projects jointly funded by Government and multilateral partners (World Bank/Asian Development Bank/others) will be given preference
Key Responsibilities

| Budgeting and Planning | In accordance with Government of Sindh budgeting rules and regulations, prepare annual budget estimates for inclusion in the annual development program budget |
| Funds Management | Prepare cash forecasts on quarterly basis in coordination with the project team for advance and replenishment of advance and direct payment |
| Funds Monitoring | Track funds and follow up with National Bank of Pakistan and the ADB to ensure timely credit of funds into the project’s designated account |
| Payment Processing | Ensure compliance with internal control framework (Operations Manual, SOPs and the Bank’s fiduciary guidelines) and government rules and procedures while processing payments. Ensure that No Objection Letter (NOL) is obtained from the ADB for every joint review activity before processing any payment. Ensure that only eligible payments are forwarded for approval and payment |
| Accounting and Record Management | Record all transactions timely and accurately in the books of accounts (both in Pak Rupees and US$) and ensure that no expenditure remained unaccounted. Maintain accounts on cash basis as per government accounting procedures and donor requirement |
| Financial Reporting | Prepare monthly and quarterly financial statements and reports required by donors. Prepare annual financial statements and Cash Balance Statement for timely submission to the Auditors |

2. Quantity Surveyor
About the Role
The role of General Manager Operations is to ensure the overall smooth operations of the Fleet Line, monitoring and performance management of contracted services such as vehicle operations, bus depot operations, station management, ITS, fare collection and all related services. The role is also responsible for the delivery and project management of the Biogas plant under the Red Line project.
Qualification
B. Tech (PASS) in Civil Engineering or related field from a HEC recognized institute. Higher, Professional training courses pertaining to quantity surveying and any other key skills will be considered an added advantage.
Experience
At least 7 years of post-qualification relevant Quantity Surveying experience building, structures and road projects. Candidate should have demonstrated experience of Multinational & Donor Agency infrastructure Project Quantity Surveying estimation. Relevant international work experience will be considered an added advantage.
3. Assistant Manager Resettlement
About the Role
Assistant Manager Resettlement will be responsible for the management of land acquisition and resettlement processes during the project planning, processing, and implementation phases.
Qualification
Bachelor’s degree in Sociology, Anthropology, Land Administration, Urban Planning, Economics, or related discipline from a HEC recognized university.
Experience
At least 5 years post-qualification relevant experience in projects.
4. Document Controller
About the Role
Document Controller to efficiently manage, organize, and maintain company and project-related documents. The incumbent will ensure all documentation is accurate, up to date, and properly stored in both electronic and physical formats. This role plays a key part in supporting smooth project coordination and maintaining compliance with company policies and record management standards.
Qualification
Bachelor’s degree in business administration, Commerce, or a related field from a HEC recognized university.
Experience
At least 5 year relevant experience in documentation, record management, or administrative support preferably within an infrastructure, construction, or transport project.
5. Contract Specialist
About the Role
The Contracts Specialist oversees performance-based contracts for service providers and vendors, ensuring compliance with TransKarachi policies and legal standards. This role includes supporting internal teams in vendor engagements across transit services, technology, marketing, and media, as well as aiding in the development of new contracts.
Qualification
Master’s degree in Civil Engineering, Economics, Finance, Management, Law, Contracts, or related field. Foreign qualifications are a plus.
Training
Specialized training in procurement and contract administration (TADB/ADB systems), FIDIC, and negotiation skills.
Professional Affiliations
Membership in recognized industry or professional organizations is advantageous.
Experience
Minimum 7+ years in infrastructure projects, with at least 3 years in ADB or MDB contract systems. Engineering background candidates preferred.
Key Responsibilities
- Administer and monitor performance-based contracts to ensure compliance
- Collaborate with internal teams to support vendor engagement and alignment with contract terms
- Assist in establishing new vendor contracts, ensuring adherence to legal protocols and performance standards
